Help: Dell 600M cannot start!!

Help: Dell 600M cannot start!!!
I bought a Dell 600M last May. It cannot start now. When I hit the power key, the power and harddrive lights just flash for two seconds and then all black. No sound at all.
Could someone tell me is this a hardware problem or software problem?
Is there anyway I can fix by myself? or I have to return it to Dell for repair?
