SBC Yahoo 电话DSL换地址-太黑了

几个月前因为想上网，所以申请了电话线，初次安装要收47刀（虽然早就有电话线了，没什么人来装线）。现在要搬家，给SBC打电话，被告知每换一次地址，要收一次47刀，太黑了吧？
