Device Driver crashes WinXP

Does a device driver depend on the language of Windows?

I just picked up a PCI Wireless network card from China recently for a bit of fun, made by TP-link TL-WN550G.I plugged into my Dell Dimension 8250 running English XP SP2 and switched it on.

As expected, the Windows detected TP-Link and asked for device driver information. I gave the location where WinXP driver is stored on the supplied CD. When Windows is copying/registering the driver the machine crashes. I tried it many times without success. Now I wonder if the Device Driver is dependent on the language of the Operating System.
