If he refuses, you can threaten to report him to Better Business Bureau or government agencies. Don't try to save a few bucks by going to hole-in-a-wall stores and aggravate yourself with all these troubles. Go to big stores like BB, CC, CUSA, OD, OM, Staples, etc., etc...
