about hotmail

What's the criteria the Microsoft used to upgrade the hotmail account? I have two account, one is more than 5 yrs old, the other is pretty new. However the new one has been upgraded to 250 Mb, the old one is still 2Mb. Does anyone know how to make the account has more chance to be upgraded?
