All US DVD players have this macrovision chip in their output circuit. What it does is basically interrupt the synchronization of a VCR recording mechanism so you can not dump a DVD onto a tape. To get around it, you either have to buy a DVD that has macrovision disabled or can be disabled. The other way is to add a video amplifier in between the VCR and DVD. I personally will just copy it to another DVD.
