Need help on VCDs.

Hi all, could you folks help me on this: i bought some VCDs from Tigercool, but wouldn't be able to watch them. called them up, i was told these discs are encoded, only Apex 1201 is able to play them. I am wondering if there are any other decoding programs out there that can play these discs on computer.
