Am I eligible?

I want to buy a computer for myself, am I eligible to purchase one from Dell Small Business? There is a better deal there.

Also there is a $150 mail-in rebate, I'm wondering if I can get it if I'm not purchasing a computer in the name of a business.

Anyone know? Please help me, thanks.
