Domain Problem

I just register a Domain Name through a cheaper company in US. I pay 5.95 for Domain Name, another 5.95 USD for resolve to my IP. but it cannot be seen in China in BJ using dial up. I ask Register company.
I said:
My domain name cannot resolved in China. what could be wrong? your firewall? my service provider? or the Chinese Service provider?

It's the Chinese service provider. For some reason they cannot resolve any website hosted with us.

Is this true? but I have use register.com, it has no problem in China.
