keeps on reveiving data proble

Once I connect my computer to internet, it keeps on reveiving data, even I don't do anything. it slows down internet speed significantly when I want to surf net. I use dial up to connect to internet. My operation system is windows 2k. P2, 300MHz. Anybody can help me? by the way, I already turned off windows auto update function
