Urgent!! Help please!!!

I am using Windows 2000, Today I logon my computer and i found out my "control panel" is gone., The usual way to access it is start-->settings-->control panel, but even settings is not there anymore. faint!
and I then found control panel group under "my cmputer", but I click any icon within control panel, it gives error message: This operation has been coancelled due to some effect in restriction, please contact your system admin. I guess the control panel can be hidden from user once it set up in the registry or somewhere, but I AM the system admin and I did not change anything in the registry, how can this happen?

Is some virus infected? some hacker changed it? How can I get it back? Thak you so much!
