Control Panel-->....

Regional and Language Options -> Languages->Install files for east asian languages.

Then, Under Languages tab, click on Details and click on Add, find Chinese (PRC) and use Quan Pin as keyboard.

Then, under Regional and Language Options, click on the advanced tab, and select Chinese PRC as the langauge version of the unicode program.
