picofuse is probably a tiny, green, axial leaded component on mobo, looks more like a resistor than a fuse. usally near the keyboard socket.

however i don't think it'll be easy job since you don't have suitable instrument to measure and verify if it is intact.

btw, your BIOS suggested SDRAM latency time is 2, looks like something mismatched. did you overlock your pc? if not, the battery on board might be too old, (for a 366MHz, I guess it's already 6 years old).
