IE6 cannot open links

IE6 SP1 ( OS WinXP with all patches )

IE cannot open link in a new window. when click a link, if the link is to be open in the same window, it is fine; If it is to be opened in a new window, the URL in the new windows is blank, and the IE logo flashes forever.

If copy the URL address into the new IE window, it can find and load the web page without problem.

seems that IE couldn't pass the link to newly opened windows.

Anyone knows how to fix it?

I have tried to reinstall IE6. No help.
