I have never encountered this kind of problem before.
I always use Win98 startup disk to boot and then run
"setup.exe" on Win98 CD-ROM. I found out this is
the simplest way to install Win98. You can download
the Win98 Startup Disk from www.bootdisk.com if you
don't have one.
