If you wish your brother can send a letter home in chinese, you might want to get a laptop at home !
Otherwise, it might be easy for your brother to get a laptop here. Especially most of state university can help student get a better price for a student discount from most of major computer compaines.
One more thing, just in case, if the system has problem, it might be easy for your brother to get his laptop repair here if he actually purchases his system here.
