1, for moving data out. Depends on your HDD. I assume it is SATA, 2.5" for laptop. You can use this one:

If it is the 3.5" SATA, use the first kind of product that has power adaptor. Buy on eBay will be cheaper.
2, if you have access to a SATA port on Desktop, you can get a SATA cable and power adaptor for faster transfer.
3, For reinstall Toshiba system, you can buy DVD/CD from eBay or https://support.toshiba.com/repair
Usually laptop vendors will have a hidden partition that you can recover from. For Toshiba it is here: http://www.geekpolice.net/t18281-toshiba-recovery-partition-hotkey-instructions
4, if you want a clean Vista reinstalled and put on Laptop drivers yourself, you can either borrow a DVD or buy on eBay and use the code to install. You can't activiate your new clean windows that way, but have to do manually, through phone.
