No, you are doing it wrong

Find a Verizon phone you will have to have dataplan with Verizon, so it won't work.

Otherwise just buy an unlocked GSM phone (ATT's) and use China Unicom's 3G network.

Why bother useing CDMA2000?

BTW, seems there is no way to unlock iPhone 4S now.
