internet speed

My internet package service is 3mgb download speed, however, that speed is never shown in my laptop, the maximum I get is 0.68mgb, to avoid the slowness by wireless router, I use cable directly. Called the provider several times, tenichcan came to check the modem without any issue. Any one had the same experience? any advice or suggestion? I am frustrated because I cannot watch video or move without buffering constantly.
