fax over voip大体问题是延时抖动和静音探测，所以。。。

问题很难解决。

用g.711 codec有可能能工作，但是不能保证每次都工作。

另外把fax machine的速度设置成14400 bps或者9600 bps会好一点。

有些ATA支持 T.38 fax 模式。
