ATT 够烂，请推荐inet providers

Have been using ATT dsl, speed is ok.  After ending promotion period, the rate was hefty so I called to their CS.  The rep offered me a lower rate with a new 12 month commitment, I thought it's good so oked.  Couple months has passed and noticed on bills that they are continuing charging a higher rate.  I called again yesterday, this time the CS rep stated what the other rep's promise was invalid. WTF? They ate up what they said even though the second rep saw the note the other rep left on my account!!  I shall not want to get involved with such a company forever.  Anyone has recommendations?  Around 30 a month is ok.  In SoCal.
