i had the same problem before, i tried all as you did, such as reinstall ie, but still could not let the ie start working, finally, after i uninstalled the yahoo companion (tool bar), i could run the ie again. then i re-installed the yahoo companion(tool bar) it worked fine

when the ie was malfunction, i brought up windows explore, and type the internet address in windows explore, i installed the msn explore too, even though i don't like msn explore
