Alt Ctrl Del window disappear

Hello,

I am having a problem with several programs on my computer; some of these programs are the Alt Ctrl Del window, the Run command window, and Norton .

The problem is that whenever I open these programs or windows, they immediately disappear after a second or two. I do not know why they do this. They open up normally, and function properly for a second, then they disappear.

This is a pretty big problem for me, because I cannot manage programs using the Alt Ctrl Del window, I cant access certain files through the run command, and I cant check for viruses.

I hope there is someone that can help me with this problem, and if there is, I thank you in advance
