How can I receive call from GVoice?

Look like we can dial out US phone number from PC using Gvoice, but if I don't have phone plan, can I use Gvoice  receiving call by my phone? What do I need to install to plug my phone and msut I turn on the PC all the time for the phone to ring? Thanks!
