A few questions on TV tuner

Anybody who has experience working with TV tuner, please help.

1. Is it true that with a TV tuner card installed on a PC, one can watch more than 100 channels of TV programm without even subscribed to these programms?

2. Is is clear and fast? Is there any additional parts needed, for example, anntana?

3. Has anybody got the experience recording any TV programm? is it easy?

4. Any suggestions on the price and brand of a TV tuner card.
