PC 有两个小问题， 请大侠指教

目前用DELL Inspiron desktop PC. windows XP/ ubuntu 双启动，
问题一
在ubuntu 下面时钟正常，windows下面时钟总是差几个小时，我调整时间后，下次启动又变了。用网络同步时间多数失败，成功过一次，重启又复发。不知道是怎么回事。

问题二
我记得刚买回来的时候是可以从USB盘启动的，现在不知道BIOS里面改什么了，一有USB盘，开机就停Halt， 不知道为什么？
