Some low end monitor can not tranform the display at all. For latest monitors, the software comes with the display has an option to do so.

Right click on destop and find properties. Go settings and select advanced. Look for a display driver tab. See if you have graphic properties optiion. If you do, then open it to see if you have option to transform the display.
