打大陆是否可以免费?

忽然有个想法,如果在美国设置好的ATA移到大陆去用,是否可以实现大陆和美国都双向免费?反正都是Internet,只是在ATA的dialplan里面要少许改动,以便在大陆的landline也可以用同一个话机.
