Elementary question, please give kind help

My computer has TV tuner (the original software with computer has media center to be able to watch TV), a jack for telephone, wireless antenna.
Now the original OS with computer is corrupted. I newly install another Widonws XP. My questions:
(1) How can I get my TV tuner to work? Buy software? Or download for free?
(2) How can I get wireless to work? Buy software? Or download for free?
(3) How can I start dial-up internet with that jack for telephone? When trying NetZero software disc, it was told “no modem”. How can I get NetZero to work on my computer.
(4) Which Hi-speed internet provider, which service is recommended? (Except AT&T)

A good computer with good hardwares, almost became a garbage just because its software is corrupted. Appreciate if the professional people gave advice kindly.
