It could be video format mismatch

连上电视后有图象但就是不停地滚动 may be due to video format mismatch.

For example, you record the video using NTSC, but try to play it onto a TV that only supports PAL.

If that's case, the solution is to change the video format on your camera to match what your TV supports.

For the PC software, have you tried to look up on the camera manufacturer's supporting website? Is it a well known brand?
