没有wirlessplan， 只买一高级blackberry 或其他， 能上网吗？

If I just buy a blackberry or any device with internet tablet or android system, and home has cable internet, so I can wireless to it, but outside of the house, can I still browse web or make phone calls?

Any experts advice.
