my windows xp doesn't allow me to install software

DELL D630 windows xp company owned laptop.

After I received the computer I was trying to install google desktop and skype. But both failed. It shows the installation can not go through. I though company might setup up something to block any personal software installation. But when I ask out IT person, he is pretty sure I have the admin authority and fully control the company, and he doesn't know why i can not install the software.


I would ask how I can solve the issue.
