USB 2 becomes USB 1

I have a Dell 700 M laptop. Recently, when I plug my U drive, it reminds me the device can run faster is I plug into USB 2.0 port. But this port was USB 2.0.

Other than transferring at slow rate, the port still works. What could be the problem and is it fixable (without breaking the bank)?
