help on winxp

there r two accounts in my pc (winxp), one is 'administrator', another is 'A', which is in the administrators group.

but i found all the files, even txt file, created or changed by 'administrator' cannot be changed by 'A'. it looks like the case in unix, that A has only rx authority over the file but without the r authority.

it is very inconvenient. can anybody help me on this?
