You can install Speedfan (free) and check CPU fan, case fan speed.
These days most of the PCs features SmartFan. If CPU is not hot, CPU fan speed will slow down to ~800RPM. The fan speed can go up to 3~4000RPM if CPU is hot. Make sure your CPU is not hot.
Case fan speed depends on motherboard temp. Again, it should only run at ~800RPM to ~1200RPM.
Low quality fans are very noise. ADDA makes the most noisy fans I've ever seen. Antec, Thermaltake fans are nice and quiet, but cost a few times more.
Power Supply fans can be noisy also. Video card fans are generally noisy. Again, good fans cost a lot more.
You should be able to identify which one of these makes the most noise and try to replace it on your own. I don't recommend replacing CPU HSF if you have never done that in the past. Also, you should clean out all the dust that blocks air flow.
