HP笔记本不能启动不能重装了,请问该怎么修?

电脑打开显示:
Windows could not start because the following file is missing or corrupt:
\system32\hal.dll.
please re-intall a copy of the above file.

Windows起不来,估计是病毒,里面文件不重要,不需要恢复.
拿到电器店修理好贵哦,大约要200刀不到,舍不得花这个钱.
请问这个我自己能弄好吗?我比较菜的,不行我就下次回国修. 谢谢.
