Wireless Card drive was not installed successfully

I bought a brand new Netgear Wireless PCI Adaper for my HP desktop runs VISTA.
Here are the steps I followed (installation guide). Install software from CD.
Power down PC, install card, power up PC.
After power PC, "Driver Software Installation" shows
"Device driver software was not successfully installed,
NETGEAT WG311v3 54Mbps Wireless PCD Failed".

Could some experts out here shed me somelight?
PS. When I installed the software from CD, the manual said "check update" to see
if there is newer version, but the checkup failed which said cannot contact Netgear server.
My PC has built in network and I am sure it works fine. This help message is the proof.
I even turned off firewall and still get same error.
