LAPTOP买了就不能退吗？

今天在CIRCUIT CITY买了个LAPTOP，回家打开箱子一看，背面的一个COVER没有装好，翘了起来，另外显示屏上也没有保护液晶屏幕通常该有的那一层塑料膜。所以怀疑不是全新的，就拿去退。可是商店说是要收15%的RESTOCKING FEE, 要么就只能换一个，不可能100%退款。吵了半天也没有用，还惹了一肚子气。

有谁有过同样的遭遇吗? 这也太不公平了吧。商店卖了个次品给你，就活该倒霉，不能退款吗？有没有什么机构能COMPLAIN这种事？
