麻烦电脑高手

我两年前买的Dell Computer，　居然没有back up System,　现在我的电脑显然有问题，每次我想打开control Panel, 总是打不开，说：This operation has been cancelled due to restriction in effect on this computer. 这样我根本清不了我的电脑。现在速度就很慢。

我今天打电话给DELL，他说交42刀可以让我的电脑恢复到我买的第一天，不过就仍然没有给我back up System　ＣＤＲＯＭ　，　总觉的有点不甘愿。

有知道我怎样解决我的control Panel问题的ＸＤＪＭ吗，指导指导，看看我能不能先鼓捣一阵。
