svchost.exe是什么程序呀

我安装win2000,上网后几分钟，就会出现“svchost.exe程序出错，会被windows关闭“，之后就不能浏览网页，许多程序不能打开。
又安装win xp,发现cpu总是100%占用，主要是svchost.exe和system两个文件。
用norton2004没有发现病毒。请大虾帮帮忙。
