1. Download another explorer, such as firefox. If you do not have any problem, then your computer has a problem. Go to step two.

2. Ping your default gateway. If ok, then ping www.google.com. If you could, your internet connection is fine, and you have a problem with your computer. If you could not, you need to solve your connection problem.
