try to hard reset the bios

disconnect power
open the box, find the bios reset jumper, reset it, hope you could find the info from dell service manual.
if you couldn't, find the mobo battery, take it out. give it 30+ minutes to discharge, and install the battery back.

try your luck then.

another thought, if it happens after you modified some hardware, you may have restore the hw state also
