if your system has not problem,deleting system restore files will free some hard drive space.

to do this, you need to go to control panel. Double click System icon, then click System Restore tab.

In the system restore page, tick 'Turn off System restore on all drives'check box. Then click 'Apply'.
Untill it is finished.

After that, clear the check box of 'Turn off System restore on all drives'check box. Then click '.
