如何限制对方下载速度?谢谢

我上个月将一个屋子租给别人.他用我的wireless上网。最近他下载实在太多，而且不限速，我经常打不开网页。请问有什么办法能控制他的下载速度？至少给我留出一部分正常上网啊。我的机器通过网线联的router.
