How To Get language Support in XP

Hi, Please help. I use WinXP at work. Language pack was obviously not installed. I used Microsoft site to download language pack (simplified Chinese). Now I can get Chinese displayed in IE. But the title of IE still shows squares in place of Chinese characters and I cannot input Chinese. And of course software in Chinese does not display right. Regional Option in Control Panel shows no Chinese. Can I download something from Microsoft to enable Chinese input and IE title display? I don't have the XP installation CD and company's IT would not help. Any help is appreciated.
