Need help for Chinese version software

OS: Win XP, or Vista English version

In order to FULLY use Chinese version applications/games in Windows English environment, which Chinese language environment software should I install so I can read all Chinese characters in those softwares?

Please tell me the exact software name, so I can ask friend buy for me.
