ip address conflict? need help, thanks

Two computer in my room. one is go online smoothly now, but another one can't. There is a message showed: ( windows-system error. there is an IP address conflict with another system on the network.)

I really don't know what's going on. I know nothing about computer and I just know a little bit english. Please gave me a hand, Thanks lot!
