The reason I emphasize windows 98 is that the user/password log in really does nothing. As you already know if you click on cancel, it works fine.
You can try to get rid off this annoying thing by go to the control panel, then users and delete the user name. If it has to have at least one user name, or under the user name, you have something want to keep, just use the blank as password.
Another way to do it is using regedit in run (command prompt) to change register. But if you are not familiar with register, it could be dangerous. Be very careful!!!
