seeking the solution for installing the operation sys

my old laptop's hard drive and the dvd-rom has gone. i don't want to spend too much money on it. i only want to buy a hard drive. \\

any expert can tell me how i can install the operation system inside this lap top without the dvd rom and spend any more money?
