how to resume wenxuecity?

I tried tool->InterneteOption->Privacy->Site and C:--WINDOWS--system32--drivers--etc--hosts.they didn't work(no wenxuecity there found).
Ping statistics for 63.166.3.19:
Packets: sent=4.Received=4,Lost=0(0% loss)
